2. The preliminary analysis.

This involves one command, PRELIM. The first time you run your file, it will have the syntax: PRELIM;. You should use this command once for each election you wish to analyze (and thus once for each set of data you define). After you run the analysis once, JudgeIt will print estimates of LAMBDA and SIGMA. You should average these (in the manner described in more detail below), and change the syntax of each of your PRELIM commands. For example, PRELIM SIGMA 0.07 LAMBDA 0.75; defines the SIGMA and LAMBDA parameters for later analyses and inhibits another preliminary estimation. If you wish, JudgeIt will also automate this procedure (see PRELIM AUTOMATE).
