Adds a title or comment to the output at any point during
a JudgeIt run. The two versions of the keyword (COMMENT and CM) are
interchangeable. The text of the comment command can be of any length and may
contain anything except a semicolon. You may issue a comment command as often
as you desire. The text of the this command is always word-wrapped and printed
in lower case. CM is better than using comments (@) for some purposes, since
only comments will be written to the output file.
